Local governments can save costs of environmental facilities programs Local governments and special districts looking to save money should check out the shared services available through our solid waste and recycling programs. The Department of Environmental Facilities offers the services below. Looking for other possible savings? See what other countywide shared services are offered. | Service | Description | Municipal E-Waste Collection | Municipal E-Waste Collection is a program the county offers to all Refuse Disposal District (RDD) member municipalities. It's a year-round disposal option for residentially generated electronic waste. Electronic waste includes items such as - old computers
- monitors and TVs
- copiers and printers
- phones and fax machines
- radios, stereos and speakers
Currently 21 RDD member municipalities serve as host sites for deliveries of municipally collected electronic waste, and an additional 12 RDD member municipalities deliver residential e-waste to one of the 21 municipal sites. The county arranges for a private company to collect and recycle the electronic waste delivered to the various host municipal depots. . | | Organic Yard Waste Transfer Program | The Organic Yard Waste Transfer Program offers the county’s municipalities a mechanism for disposing yard waste in an environmentally sound and fiscally responsible manner. Each participating host municipality provides a site where yard waste from that community, as well as others, is collected. Eleven additional municipalities deliver yard waste to one of the host sites. The county provides transportation of the yard waste from the municipal sites to a composting facility. Benefits of the program include an opportunity to increase local recycling rates and to provide economic savings for diverting the organic waste from the waste stream. For instance, RDD member municipalities pay approximately $15 per ton to collect organic yard waste under this program, versus $25 per ton had it been disposed of as garbage. For additional information or a copy of the Intermunicipal Agreement with the county, municipalities may contact Mario Parise by phone at (914) 813-5453 or by e-mail at

RDD municipalities are able to deliver municipally collected tires to any of 4 conveniently located drop off points located in Yonkers, White Plains, Mount Vernon and Yorktown. Further, residents can deliver tires to any of the county’s Household Recycling Days (eight such events are scheduled for 2009), and the county’s offers information on how residents can dispose of and recycle tires year-round, specific to any location throughout the county.
